Why am I charged a fee for coolant disposal?

The clerk told myself and others that in order to successfully drop them off I had to pay to have the coolant removed.

When the two of us finally got together and had an occasion to install a whole house Heating plus central A/C system that included air conditioning the two of us were very excited about the upgrade. The two of us had previously saved up money for numerous years to be able to pay for the original device plus installation as the two of us did not want to finance it and go into debt. Everything seemed to be in order plus the two of us were feeling extremely glad about how fast things got done. Since the two of us suddenly now had central air there was no need to hang on for another several years to the numerous portable air conditioning systems the two of us had any longer. I gathered them all up, carefully put them in the truck, plus headed to the local dump to drop them right off. I figured I could just put them with the other electronic things that often were there plus then head back home. Well, when I finally arrived plus filled out the papers to state what I was dropping off I was totally shocked to find that I needed to pay fifty dollars for disposing of each unit. The clerk told myself and others that in order to successfully drop them off I had to pay to have the coolant removed. She also said that the EPA required all coolant to be removed plus officially disposed of correctly plus if I just dropped them off it would be totally impossible for them to cover the cost. I had a total of 6 units that day with myself and others so I wasn’t prepared to pay. I headed back condo that day plus unloaded them in our garage where they are still sitting.
